Charles Ribando
Charles (Chuck) Ribando has had a distinguished 30-year career in public service recognized for his successful leadership in government administration, public safety and law enforcement. Providing a wide breadth of functions for a number of agencies, Chuck has an in-depth comprehension of agency needs in assessment, planning, investigation methods, project management, case management, personnel leadership, and fiscal management at all levels of government. He is a recognized leader in investigation methodologies in areas from local street and violent crime to global terrorism and corruption. He has also provided notable lecturing and advisory services to law enforcement teams internationally, as well as leading roles in investigations in foreign lands, critical hostage negotiations and high-profile crime and terrorism investigations. Chuck also has crucial background in areas such as homicide and special victim’s investigations, law enforcement computing systems, and gang investigations.
Mr. Ribando was appointed as Nassau County’s Deputy County Executive for Public Safety in 2015 and served in a broad capacity beyond the public safety role. He was responsible for leading procurement, contract negotiations, and implementation for various multi-faceted , multi-million dollar county projects. Chuck was also responsible for ensuring county interests through management of the county contract review process, as well as managing numerous interactions between county, municipal, state and federal agencies.
From 2006—2015, Mr. Ribando managed investigations for the Nassau County District Attorney, originally as the Chief investigator and then as Executive Chief of the DA’s Investigative Division. He has noted achievements in handling high priority cases and interagency activities and is also responsible for creation of the Pharmaceutical Crimes Unit and the Human Trafficking Task Force, Gun Task Force and Witness Protection Unit. He also created the county’s successful Gun Buyback Program.
From 2003-2006, as Supervisor of Detectives and Federal Agents for the NYPD’s FBI-NYPD Joint Terrorism Task force, holding National Top Secret and SCI clearances. Chuck coordinated international investigations between many agencies, including the FBI, CIA, US Attorneys, DOD and US State Department, among others. He has been acknowledged for his creation of counter-terrorism partnerships and investigation/interrogation coordination amongst many foreign governments. He was also responsible to manage critical functions in the Department’s Elite Hostage Negotiation team.
Prior to this, Mr. Ribando was a Detective Sergeant responsible for all aspects of personnel management, investigation coordination, administration and records management for a select squad of NYPD detectives, as well as performing supervisory Sergeant roles in the critical Internal Affairs Unit, Street Crime Unit, and the Surface Crime Unit, well-known for his successful improvements to investigative methodologies.
Chuck has regularly been engaged to advise teams and to speak on this broad spectrum of expertise including his focus on collaborative government administration. He has repeatedly received recognition for his institution of processes that ensure more collaborative services, not only in public safety, but across all agencies.
